Brigadier general Artur KUPTEL, PhD, is a graduate of the Military University of Technology and the National Defence Academy. In 2007 he completed the Operational and Tactical Postgraduate Studies, and in 2011 the obtained a PhD degree in the field of defence science.
In 1998, he began service in the 8th Radioengineering Battalion, in the subsequent years he served in the Air Operations Center, and then at the National Defense Academy.
Between the years 2014 and 2017 he served in the international military structures of the Supreme Allied Commander Transformation Headquarters (HQ SACT) in Norfolk, United States.
After returning from the United States, he served in the Inspectorate for the Implementation of Innovative Defense Technologies (I3TO), starting as the Chief of Identification and Analysis Division, through the Chief of Military Support Technology Division, and then the Deputy Chief of I3TO.
On July 19th, 2021, the Minister of National Defence appointed brig. gen. KUPTEL to the post of Deputy Chief of the Armaments Inspectorate, and simultaneously assigned him to perform duties as the Chief of Armaments Inspectorate
On January 1st, 2022, by the decision of the Minister of National Defence, he was appointed as Chief of Armaments Agency.
By the decision of the Minister of National Defence of September 22nd 2021 he was appointed the Minister’s Plenipotentiary for the Procurement, Implementation and Integration of Umanned Air, Land and Naval Systems.
By the decision of the President of the Republic of Poland, on August 15th, 2022 he was promoted to the rank of Brigadier General and received his act of promotion from the hands of the President of the Republic of Poland by the Tomb of the Unknown Soldier.
For his longtime military service and outstanding achievements in defense tasks he was awarded the Silver Medal for Longtime Service, Silver Medal of Merit for National Defence and Silver Medal of Armed Forces in the Service of the Fatherland.
