Born on July 5, 1963, in Poznań. He is a graduate of the Faculty of Social Sciences at the Adam Mickiewicz University. In 2004, he was awarded a US government security and public order scholarship.
He began his career working at local level in the Voivodship Office in Poznań. In 1997-2000, he was an assistant to the Voivode, and in 2000-2006, a plenipotentiary of the Mayor of Poznań. In 2006, he was appointed the Deputy Governor of the Wielkopolskie Voivodship.
From November 7, 2006, to November 29, 2007, he was the Kujawsko-Pomorskie Voivode. From 2009 to 2010, he worked as an expert in the National Security Office and then in the Chancellery of the President of the Republic of Poland during the presidency of Lech Kaczyński.
On December 8, 2015, he was appointed as the Governor of Wielkopolska. In 2019, he became the Chairperson of the district board of the Law and Justice party in Poznań. In the parliamentary elections in the same year, he won a mandate as a Member of the 9th term Sejm.
